I definitely think Wyldon's responsible for most of the reforms in the training; I can't see him finding Duke G's methods anything but haphazard. (They probably annoyed the hell out of him as a page, too.)
I think Jon in doing that, though, is shooting himself in the foot. Let me rephrase my earlier statement to say that 10-15 years is too fast for lasting reform; he's set up the realm for a backlash, and it looks like, thanks to the way all forceful heavyweight personalities seem to be in Jon's generation, Roald's gonna be the one stuck dealing with the fallout.
